The Technical College of the Lowcountry (TCL) recently received a generous $150,000 grant from the city, aimed at funding the construction of the eagerly anticipated Arthur E. Brown Regional Workforce Training Center. This new facility is set to be a game-changer for workforce development in the region, and the community couldn’t be more thrilled about it.

At a heartfelt check presentation ceremony held on December 10 at TCL’s New River Campus, TCL President Dr. Richard Gough expressed appreciation to the city for its unwavering commitment to education and economic growth. “We truly appreciate the City of Hardeeville and its commitment to advancing education and fostering economic growth in our communities,” he remarked. This sentiment was echoed by city representatives and community members who attended the event, sharing in the excitement surrounding this innovative initiative.
Ground for the workforce training center has already been broken this year after the state of South Carolina allocated an impressive $10 million for the project in 2023. When combined with affirmations of support from the Beaufort County and other local stakeholders, the total funds for the center are projected to reach an impressive $21 million. This emerging facility will boast a staggering 50,000 square feet of space, accommodating up to 850 students!
A Community Effort
At the presentation, attendees included members of the Hardeeville City Council, the Hardeeville Community Transformation Board, and representatives from the Beaufort Economic Development Corporation. The presence of U.S. Army (retired) Gen. Arthur E. Brown Jr., for whom the center is named, added to the significance of the occasion.
Neil Parsons, Hardeeville’s Assistant City Manager, praised TCL for its dedication to workforce training, noting the positive impact this center will have on the local economy. “We believe this supports educational advancement and workforce training opportunities for the City of Hardeeville that meets the ongoing challenges of the city and region’s continuous growth and development,” he explained.
Hardeeville Mayor Harry Williams also shared his enthusiasm, stating, “It gives our residents the opportunity and our community the training and skills needed for the jobs that are coming. It is an honor for the City of Hardeeville to be part of such a wonderful initiative.”

The total cost of the center is estimated at $26 million, with ongoing fundraising initiatives expected from both local governments and private sources, as well as from TCL’s own foundation. Steve Birdwell, president of The Sea Pines Resort, expressed excitement regarding the transition: “We look forward to continuing the tradition of great shopping and dining offered by the merchants of The Shops at Sea Pines Center.” The center not only features a delightful selection of shops and restaurants but also provides essential services like a law firm and a real estate office, making it a hub of activity.
As part of the center’s offerings, the weekly Farmers and Makers Markets and a vibrant schedule of community events ensure that it remains a focal point for local residents. Andy Sutton, president of The Club Group Ltd., mentioned that this sale is the result of long-standing discussions, hinting at a very promising future for this essential shopping destination.
Andrea Bragg, the owner of Forsythe Jewelers and chair of the Sea Pines Center Merchants Association, believes the timing is perfect for this transition. She welcomed Riverstone’s resources and commitment, envisioning a bright future for the shops under their stewardship.
