Shaking Things Up in Beaufort County: Ethics Complaints Stir Controversy!

In Beaufort County, the air has been buzzing with talk about some serious ethical missteps, leaving the community in a state of curiosity and concern. For nearly two years, local elected officials have been waiting on the sidelines for the South Carolina Ethics Commission to weigh in on accusations of misconduct against a range of county employees, particularly those in the administrative team under former County Administrator Eric Greenway.

Just recently, the first major verdict arrived, and it features former Parks and Recreation Director Shannon Loper at the center of the storm. As many have already heard, Loper has faced a series of ethics violations, which are raising eyebrows and prompting questions about the county’s leadership.

The Fallout From Ethical Lapses

The Ethics Commission launched an investigation into Loper following several complaints, and the findings indicated she didn’t quite follow the rules while managing her department. To break it down, Loper was found to have improperly authorized payments to family members and failed to adhere to reimbursement protocols.

But what exactly does this mean? Well, the commission didn’t hold back. They issued Loper a public reprimand, which can sound formal and intimidating, but really just means she took a hit in the ethics department. Along with this reprimand, she is now on the hook for a hefty sum: a $1,000 civil penalty and a $500 administrative fee. Ouch!

Caught in the Crossfire

Throughout her seven-year tenure with Beaufort County, things have been pretty contentious. Sometimes it looked like things were teetering on chaos, especially during the early months of 2023. Loper and her team were accused of all sorts of shenanigans, including

  • Unauthorized payments to family – a cool $7,000 went to her sons for services like officiating games.
  • Misuse of county equipment and funds, which included not-so-regular purchases like an almost $800,000 playground.
  • Questionable expenses during a conference trip, where she allegedly rented a house and van for personal use!

Even though Loper did get a new gig as the interim parks director in Rincon, Georgia, it’s evident that the ongoing scrutiny could put her permanent position at risk. Why? Well, her new boss, City Manager Jonathan Lynn, expressed support for her appointment, but admitted the shadow of ongoing investigations looms large.

More Troubles Ahead

But it isn’t just Loper who’s in the hot seat. The wave of ethics complaints seems to have washed over multiple county figures, with nine formal complaints filed against various officials. Former County Attorney Brittany Ward recently resigned amidst scrutiny for a profitable land sale involving her family, and this has only added fuel to the fire!

Here’s a quick rundown of the complaints that have been surfacing around town:

  • Three against Loper
  • Two against Greenway
  • One against Deputy Administrator Whitney Richland
  • One against Special Assistant Hank Amundson
  • One against Assistant County Administrator Jared Fralix
  • One against Capital Improvement Projects Director Eric Larson

The sheer volume of complaints paints a picture of a leadership transition plagued by allegations. With key figures like Greenway getting the boot, residents are left wondering: what’s next?

What’s Next for Beaufort County?

As of now, the ethics commission has only ruled on two of the complaints against Loper, but this is just the beginning. The overarching question that lingers is: how far will this ethical upheaval go? And what does it mean for the county moving forward?

While the community waits with bated breath for more updates, it’s clear that Beaufort County has some tough decisions ahead. With so many allegations flying around, the trust and reputation of the county’s leadership are clearly at stake.

Beaufort County residents will surely be keeping a close eye on the developments as they unfold. One thing is for certain – this situation is bound to create ripples for quite some time!
