Bluffton Community Faces Changes as Hospital Plans Withdrawn

BLUFFTON — There’s been quite a development in the Bluffton area recently regarding healthcare services that many residents have been looking forward to. After more than six years of planning, Beaufort Memorial Hospital has officially dropped its plans for a new 20-bed acute care hospital in Bluffton. The decision comes following a series of legal battles and ongoing challenges that have made it clear that moving forward was not in the best interest of the community.

The Journey So Far

When Beaufort Memorial’s plans were first unveiled back in 2018, there was a palpable excitement in the air. The hospital had received approval from state health department officials and was ready to take significant steps towards construction. However, the road to building this facility has been anything but smooth. There was significant pushback from existing hospitals in nearby Hilton Head and Hardeeville, as well as from Candler Hospital in Savannah. These institutions raised concerns about the financial feasibility of the new facility, questioning whether there was a real need for additional hospital beds in the area.

To make matters even more complicated, the legal landscape shifted with new state legislation. Governor Henry McMaster signed a bill in May 2023 that removed the certification requirement for new hospital projects, complicating the already drawn-out lawsuit related to Beaufort Memorial’s plans. While some competing healthcare facilities dropped their challenges, others opted to continue the fight, leaving Beaufort Memorial with a tough situation.

A New Direction

After weighing their options, Beaufort Memorial Hospital’s President and CEO, Russell Baxley, announced the cessation of plans for the hospital on September 10. Instead of the acute care facility, they will now focus on constructing a new medical office building that could potentially include a freestanding emergency department and an ambulatory surgery center in the future. Although this may not be the full-fledged hospital that locals were hoping for, Baxley believes it aligns better with the current needs of the community.

Baxley shared his thoughts, saying, “The plans don’t fit the need I originally viewed in the Lowcountry community.” It appears that changing population dynamics in the area have outpaced the state’s previous projections for hospital capacity. In fact, the state health department reported that Beaufort County currently has 11 more staffed hospital beds than it actually needs, although the population is still growing significantly.

Future Developments

To finance this new medical office project, Beaufort Memorial Hospital is planning to rely on bonds worth up to $120 million, thanks to favorable borrowing rates that have made this a more viable option than working with an external developer. The bonds just passed a second reading in the County Council, marking a positive step towards securing the necessary funds.

Interestingly, it looks like Beaufort Memorial isn’t the only player in town. Novant Health, a nonprofit healthcare organization, is also planning a freestanding emergency department just a mile away from the recent site of Beaufort Memorial’s planned facility. Their proposed $10.7 million project shows that even in the face of challenges, healthcare providers are still eager to meet the needs of the community.

Looking Ahead

While there are still many uncertainties ahead, both locally and for healthcare service availability in Bluffton, one thing is clear: residents are keenly interested in how these developments will unfold. With changes in local healthcare landscape, it remains to be seen how the community will adapt and what services will ultimately be provided. Russell Baxley remains optimistic about the path forward and his team is ready to engage with the community to make sure their needs are met.

With all these changes happening, it’s important for residents to stay informed and engaged with local healthcare developments. There’s no doubt that even though the journey has taken some unexpected turns, the focus remains on creating a healthy future for Bluffton and its surrounding areas.
